SNM2R is a woman-owned consulting engineering firm specializing in air, water, and waste-related environmental compliance, permitting, inspections, and quality assurance, along with civil, structural, and GIS services.

As a certified Texas State HUB and SBE/DBE/MWBE consultant, we are known for our accountability, creativity, and sustainable solutions. Founded in 2015 by Nikki Loya, SNM2R builds on over 25 years of civil and environmental engineering expertise and a commitment to integrity and innovation.

Nikki Loya

President / CEO

Nikki Loya holds degrees in Civil and Environmental Engineering and brings over three decades of experience in environmental compliance, water programs, and infrastructure management. Before founding SNM2R, she managed Water Programs at the Port of Houston Authority (POHA), overseeing compliance for wastewater treatment facilities, the Municipal Separate Storm Sewer System (MS4), and the Multi-Sector General Permit (MSGP). Her work also included implementing ISO 14001 Environmental Management Systems, managing wetlands programs, vessel discharge permits, ballast water oversight, and drinking and groundwater quality programs.

Prior to her tenure at POHA, Nikki spent over 15 years with leading civil and environmental consulting firms, working on NEPA reports, TxDOT environmental permitting, site remediation, waste management, pollution prevention, risk assessment, and due diligence for clients across federal, state, and local agencies, as well as private industry.

Tim Craft, P.E.

Senior Environmental Engineer

Tim Craft brings more than 30 years of environmental engineering experience, specializing in site assessments, remediation, and regulatory compliance. His background includes extensive work in Phase I and II Environmental Site Assessments, subsurface petroleum remediation, and hazardous material investigations. Tim has developed numerous Stormwater Pollution Prevention Plans (SWPPPs), Spill Prevention Control and Countermeasure (SPCC) plans, and Stormwater Management Plans (SWMPs), along with Corrective Action Plans (CAPs) and waste disposal guidance documents.

At SNM2R, Tim leads technical project delivery, environmental permitting, inspection, and quality assurance efforts, while supporting business development and client relations. His broad experience ensures clients receive practical, compliant, and cost-effective environmental solutions.

Lily Wells_Headshot

Lily Wells

Senior Environmental Compliance Specialist

With 25 years of experience in air quality and transportation programs across the Houston-Galveston-Brazoria region, Lily Wells brings deep expertise in emissions analysis, regulatory compliance, and environmental policy. Her work has contributed to major regional air quality improvements, including the TexAQS study that led to reduced VOC emissions and the region’s reclassification from “severe” to “moderate” nonattainment.

At SNM2R, Lily manages the Air Quality and Clean Water divisions, overseeing water quality permitting, compliance coordination, and reporting under the Clean Water Act (CWA) and NPDES programs. She guides clients through complex permitting processes, ensuring full regulatory compliance and efficient approvals. Lily is also involved in business development, procurement, and technical reporting, supporting SNM2R’s mission to provide high-quality environmental consulting services across all sectors.

Priya Nayar

Public Involvement and Communications Lead

With degrees in Economics and Journalism, Priya Nayar leads SNM2R’s Public Involvement and Communications initiatives, supporting environmental and infrastructure projects through strategic planning, public engagement, and stakeholder coordination. She has facilitated public meetings, roadway improvement workshops, and environmental outreach programs for TxDOT and other state and local clients.

Priya also serves as SNM2R’s Lead Environmental Compliance Auditor, managing Phase I Environmental Site Assessments (ESAs), industrial audit reports, and stormwater and wastewater compliance projects. Her role spans communications, field supervision, and technical reporting—ensuring clear, accurate, and accessible project documentation. Priya’s multidisciplinary expertise bridges technical compliance with effective public communication, helping clients meet both regulatory and community objectives.
