Since October 2016, SNM2R has conducted stormwater visual and analytical monitoring for the Port of Houston Authority under the Water Quality Consultation Contract. Services include quarterly MSGP visual inspections and annual/semi-annual analytical sampling at representative outfalls across multiple facilities. Monitoring activities cover visual screening, benchmark sampling, and numeric effluent limit sampling, ensuring compliance with TPDES Multi-Sector General Permit (MSGP) and MS4 Permit requirements. SNM2R tracks meteorological conditions, responds to qualifying storm events, collects samples within required timeframes, and submits field forms and laboratory results to the client.

As a subcontractor to Atkins, SNM2R conducted stormwater monitoring for the B504-03-00 detention basin to support pond water quality performance evaluations. Activities included monitoring qualifying storm events, collecting first-flush grab samples and composite samples via automatic sampling units, and delivering samples to laboratories for analysis. Field documentation ensured transparency and compliance with monitoring protocols.

Since 2018, SNM2R has performed annual dry-weather IDDE screening and sampling at approximately 30 outfalls per year. Services include field inspections for illicit discharges, assessment of trash/debris, and collection of samples using standardized kits. Sampling ensures compliance with the MS4 Permit and SWMP commitments, with samples analyzed for total residual chlorine, phenols, copper, detergents, pH, and temperature. Field access is coordinated with relevant agencies and, when necessary, by boat.

SNM2R provided design services for an aboveground fuel tank support pad and protective bollards at Sam’s Limousine facility, as requested by Apache Oil Company. Services included review of existing as-built drawings, utility and drainage plans, topographic information, and other relevant documentation to develop accurate and compliant designs.
SNM2R designed a single aboveground fuel tank support pad, with the physical location of the tank confirmed on-site by the client. Protective bollards were designed around the tank to provide impact protection in accordance with City of Houston standards. CAD drawings were developed for both the tank support pad and bollard layout. Throughout the project, SNM2R coordinated with the client via teleconferences to confirm design progress and finalize deliverables.
The project relied on existing soil investigation data, utility drawings, pavement and drainage information, and other reports provided by the client. No additional geotechnical testing or site surveys were required.
The project did not include site visits, aboveground tank structural design or installation, permitting, drainage control or secondary containment, or submission/signature of drawings to the City of Houston. Any work outside the defined scope was treated as additional and negotiated separately.
