Client: Port of Houston Authority | Location: Houston, Texas

Since October 2016, SNM2R has conducted stormwater visual and analytical monitoring for the Port of Houston Authority under the Water Quality Consultation Contract. Services include quarterly MSGP visual inspections and annual/semi-annual analytical sampling at representative outfalls across multiple facilities. Monitoring activities cover visual screening, benchmark sampling, and numeric effluent limit sampling, ensuring compliance with TPDES Multi-Sector General Permit (MSGP) and MS4 Permit requirements. SNM2R tracks meteorological conditions, responds to qualifying storm events, collects samples within required timeframes, and submits field forms and laboratory results to the client.

SNM2R prepared the 2016–2024 MS4 Annual Reports for the Port of Houston Authority, supporting compliance with TPDES MS4 Permit requirements. Reports document the implementation of the Stormwater Management Plan (SWMP), assess BMP effectiveness, evaluate measurable goals, summarize enforcement actions, inspections, and public education programs, and analyze water quality improvements or degradation. Each report provides actionable recommendations to ensure continued regulatory compliance and pollutant discharge reduction.

SNM2R developed the 2022–2026 Spill Prevention Control and Countermeasure (SPCC) plans for the Turning Basin, Bayport, and Barbours Cut Terminals. Services included site assessments, document review, inventory evaluation, site reconnaissance, staff interviews, and updated CAD-based site maps. Final plans incorporate secondary containment calculations, spill prevention measures, countermeasures, training procedures, inspection and agency notification protocols, and updated logs to ensure full federal SPCC compliance.

Client: Harris County Flood Control District | Location: Houston, Texas

As a subcontractor to Atkins, SNM2R conducted stormwater monitoring for the B504-03-00 detention basin to support pond water quality performance evaluations. Activities included monitoring qualifying storm events, collecting first-flush grab samples and composite samples via automatic sampling units, and delivering samples to laboratories for analysis. Field documentation ensured transparency and compliance with monitoring protocols.

Client: Port of Houston Authority | Location: Houston, Texas

Since 2018, SNM2R has performed annual dry-weather IDDE screening and sampling at approximately 30 outfalls per year. Services include field inspections for illicit discharges, assessment of trash/debris, and collection of samples using standardized kits. Sampling ensures compliance with the MS4 Permit and SWMP commitments, with samples analyzed for total residual chlorine, phenols, copper, detergents, pH, and temperature. Field access is coordinated with relevant agencies and, when necessary, by boat.

Client: Texas Department of Transportation | Location: Statewide

SNM2R supported TxDOT in the renewal of statewide MS4 Permit WQ0005011000, managing public notice requirements, Spanish-language publication, and document editing. Services included coordination of public notices, publisher affidavits, proof-of-publication packages, and ongoing support for the Notice of Application and Preliminary Decision (NAPD). SNM2R ensured full compliance with TCEQ administrative and public outreach requirements across all districts.

Client: Texas Department of Transportation | Location: Fort Worth District

SNM2R conducted Construction General Permit (CGP) compliance reviews for TxDOT projects, performing field inspections, documentation audits, and verification of BMP installation and maintenance. Activities included review of SWP3 plans, Environmental Permits Issues and Commitments (EPIC) sheets, contractor reports, and site photographs to document compliance with local, state, and federal environmental requirements.

Client: Texas Department of Transportation | Location: Statewide

SNM2R assisted TxDOT with the identification of TPDES and NPDES permitted dischargers to the State’s ROW in Phase I MS4 areas. Tasks included coordinating with TCEQ and EPA to obtain datasets, performing spatial and database analyses, creating GIS shapefiles and master databases, and documenting permitted dischargers for regulatory compliance and reporting purposes.

Client: Houston Airport System | Location: Houston, Texas

In 2017, SNM2R conducted annual comprehensive compliance inspections for all three HAS terminals, auditing 50+ internal and tenant maintenance facilities. Inspections included visual and analytical sampling, documentation review, and interviews. Findings were compiled into compliance reports with recommendations to optimize SWP3 implementation and maintain TPDES MSGP compliance.

From 2016–2025, SNM2R conducted annual comprehensive compliance inspections for all three PHA terminals, performing internal audits, documentation review, visual and analytical sampling, and personnel interviews. Reports documented findings for each facility and provided recommendations to enhance SWP3 effectiveness and MSGP compliance.

Client: Texas Department of Transportation | Location: Multi-District

SNM2R assisted TxDOT with the compilation and analysis of SWAT visit data, reviewing checklists and final reports for consistency and completeness. Field data was organized into spreadsheets, categorized, and analyzed to assess compliance with CGP and SWP3 requirements. Results were presented with compliance indicators and summaries for each district.

SNM2R assists clients in maintaining compliance with the Texas Pollutant Discharge Elimination System (TPDES) Multi-Sector General Permit (MSGP) and other applicable stormwater and environmental regulations. Our services include preparation and implementation of Stormwater Pollution Prevention Plans (SWPPPs), Spill Prevention Control and Countermeasure (SPCC) plans, and associated compliance documentation.

SNM2R provides ongoing environmental compliance support for facility operations, including:

• Monitoring: Quarterly visual inspections, semi-annual benchmark sampling, and annual numerical effluent sampling.
• Training: Annual on-site Environmental Awareness Training for facility personnel.
• Documentation: Preparation and management of all required MSGP reports, including rain gauge records, visual monitoring forms, discharge monitoring reports, benchmark monitoring reports, monthly inspections, and annual comprehensive site compliance inspections.

Client: Ports America | Location: Houston, Texas
SNM2R prepared a Stormwater Pollution Prevention Plan (SWP3) for the Ports America Gear Room facility in accordance with TPDES MSGP TXR050000. The plan identified potential pollutant sources, BMPs, control measures, monitoring procedures, and responsibilities of the SWP3 team. Staff were trained on inspection and documentation procedures to ensure ongoing compliance.

Client: Covey Transport | Location: Houston, Texas

SNM2R developed a SWP3 for a 3.5-acre construction site in compliance with TPDES Construction General Permit TXR150000. The plan detailed site and activity descriptions, potential pollutant sources, BMPs, maintenance and inspection procedures, and documentation protocols. A Small Construction Site Notice was also prepared to ensure regulatory compliance.

SNM2R conducted a Phase I Environmental Site Assessment (ESA) for an abandoned portion of 8th Street deeded to PHA. The assessment included historical research, regulatory database review, site reconnaissance, and interviews. No Recognized Environmental Conditions (RECs), Historical RECs, or Controlled RECs were identified, supporting the client’s property management and liability protection.

The final plan included secondary containment calculations, spill prevention and countermeasures, training protocols, inspection procedures, agency notification procedures, and updated logs, ensuring full SPCC regulatory compliance.

SNM2R offers comprehensive CAD and GIS support services tailored for civil engineering firms and infrastructure‑design projects. Leveraging deep proficiency in AutoCAD (2D/3D), MicroStation, and GIS integration, our team transforms raw survey data, as‑built drawings, and geographic datasets into precise deliverables.

Our services include: converting legacy drawings into editable CAD formats; integrating GIS data such as shapefiles and geodatabases; producing site plans, utility layouts, grading and drainage models; and generating CAD deliverables compatible with clients’ workflows. We also provide full CAD management and support‑services, including standards implementation, file organization, layer/presentation setup, and CAD‑GIS data synchronization.

Clients benefit from streamlined design workflows, improved interoperability between CAD and GIS platforms, and reduced revision cycles. SNM2R’s CAD & GIS support services are designed to enhance project efficiency, data fidelity, and collaboration across civil engineering teams.

Houston, Texas

SNM2R provided design services for an aboveground fuel tank support pad and protective bollards at Sam’s Limousine facility, as requested by Apache Oil Company. Services included review of existing as-built drawings, utility and drainage plans, topographic information, and other relevant documentation to develop accurate and compliant designs.

SNM2R designed a single aboveground fuel tank support pad, with the physical location of the tank confirmed on-site by the client. Protective bollards were designed around the tank to provide impact protection in accordance with City of Houston standards. CAD drawings were developed for both the tank support pad and bollard layout. Throughout the project, SNM2R coordinated with the client via teleconferences to confirm design progress and finalize deliverables.

The project relied on existing soil investigation data, utility drawings, pavement and drainage information, and other reports provided by the client. No additional geotechnical testing or site surveys were required.

The project did not include site visits, aboveground tank structural design or installation, permitting, drainage control or secondary containment, or submission/signature of drawings to the City of Houston. Any work outside the defined scope was treated as additional and negotiated separately.
